With lightning in the air near to the circuit and an early red flag following a crash for Logan Sargeant, dry running was very limited.
The laptimes set in the opening minutes would not be improved on, as drivers returned to the track on intermediate tyres with just over 15 minutes remaining.
Conditions were tricky to judge as while the rain came down, the track was in a crossover window between slick and intermediate running.
At the end of the session, it was Max Verstappen who remained on top of the timing sheets. His 1:13.664 would not be bettered, and he ended the session 0.250s ahead of Sergio Perez in second.
Lewis Hamilton was third, 0.408s off the pace ahead of Carlos Sainz and Fernando Alonso to make up the top five.
