DS Techeetah's Jean-Eric Vergne was Sims' nearest challenger on the third day, 0.218s adrift of the Briton while Panasonic Jaguar Racing's Mitch Evans completed the top three, a further 0.244s behind the reigning champion.
For Mahindra Racing rookie Pascal Wehrlein, it was the fourth fastest time in the final session after registering a 1m 17.888s lap while Geox Dragon's Maximilian Gunther completed the top five, a meagre 0.059s adrift of Wehrlein ahead.
Robin Frijns emerged in sixth fastest as the highest placed Audi powered Envision Virgin Racing driver while team-mate Sam Bird followed in eighth, the pair being separated by HWA Racelab's Gary Paffett who was seventh.
Nissan e.dams' Sebastien Buemi was ninth while Audi Sport Abt Schaeffler's Lucas di Grassi completed the top 10, 0.867s off the pace.

Venturi's Felipe Massa was 16th while Daniel Juncadella, who stood in for Stoffel Vandoorne at HWA on Friday secured the 17th fastest time.
