Artem Markelov and Nicholas Latifi have been handed penalties after the GP2 sprint race at the Monza circuit.
Both drivers failed to slow down sufficiently for the Virtual Safety Car, which was deployed after several collisions on the first lap.
The stewards found they both took more than four seconds to completely remove the pressure from the throttle pedals of their cars.
Markelov finished the race in fifth place but was awarded a drive-through penalty for the rules breach, resulting in a 20-second penalty.
This drops him from fifth to 10th, while Latifi crossed the line eighth and falls to 15th due to the same penalty.
This promotes Alex Lynn to fifth, Nobuhari Matsushita to sixth, Gustav Malja to seventh and Marvin Kirchhofer to the final point in eighth.
